The New Zealand Government has announced its intention to make it easier and less costly for taxpayers to interact with the Inland Revenue Department (IRD).
Speaking to business leaders in Wellington, Revenue Minister Todd McClay said that the IRD was preparing for the "biggest transformation" in its history, and that the Government was "committed to doing it right." McClay will personally oversee the reform program, while the IRD will lead the operational side of things.
The first round of changes will target improvements in processes, skills and capabilities, and information technology. The aim is to create a modern, fit-for-purpose tax system.
The IRD currently manages 42 different services, relating to a range of social policies including KiwSaver, student loans, child support, and Working for Families. Just 20 years ago, it was in charge of nine tax products. According to McClay, although the IRD's business processes and technology systems have largely adapted to this expansion, they are "being put under increasing strain." He wants to drive down compliance costs and allow taxpayers to "engage with us quickly, simply, and increasingly online."
The IRD will begin holding meetings, in a number of cities, over the coming weeks, in an effort to engage with the tax and information technology sectors. The intention is to explain the scale and complexity of the project, and provide details about the proposed process.
"The scale of this transformation is huge, and this is only the first step of a long-term and multiple stage process. Inland Revenue is working hard to ensure these changes will deliver real benefits to New Zealanders," McClay said.
