Digital goods/services tax to hit consumers

Hilton Tarrant: The plan by Treasury to collect VAT on digital goods and services was first announced by Finance Minister Pravin Gordhan in his 2013 budget speech. We haven't heard much more about it for the past year. 

Today draft regulations were published for public comment ahead of planned implementation on April 1.

Dr Anne Bardopoulos is manager of Deloitte’s VAT team. Anne, a rather bland title – Electronic Services Regulations. This is seemingly a tax or at least the collection of VAT on apps, on MP3, on iTunes, on eBooks, online gaming. Is that correct?

Section 240A of the Tax Administration Act, 2011 (as amended) requires that all tax practitioners register with a recognized controlling body before 1 July 2013. It is a criminal offense to not register with both a recognized controlling body and SARS.


The Act requires that a minimum academic and practical requirments be set to register with a controlling body. Click here for the minimum requirements of SAIT.
