SARS presents to Parliament on Strategic and Annual Performance Plans

On the 22nd of September 2015 SARS presented to the National Council of Provinces Finance Committee on the 2015/16 to 2019/20 Strategic Plan and the 2015/16 Annual Performance Plan. 

Key issues discussed were: 

·         Sophisticated tax avoidance and evasion; 

·         Improved management of bonded warehouses to increase customs compliance and the addition of more cargo and baggage scanners at key points of entry; 

·         The rollout of small business desks at branch offices; 

·         An improved dispute resolution management process and Tax Clearance Certificate process; 

·         An increased Base Erosion and Profit Shifting (BEPS) team.

Section 240A of the Tax Administration Act, 2011 (as amended) requires that all tax practitioners register with a recognized controlling body before 1 July 2013. It is a criminal offense to not register with both a recognized controlling body and SARS.


The Act requires that a minimum academic and practical requirments be set to register with a controlling body. Click here for the minimum requirements of SAIT.
