The 2014 budget speech: expenditure ceiling, some tax relief and a cautionary tale

Finance Minister Pravin Gordhan has presented what most would consider a constrained budget for the coming year. Due to the low economic outlook, he has imposed an expenditure ceiling, binding for the next three years. South Africans can look forward to personal income tax relief, while tax reform eases the compliance burden for small businesses. The main focus for the next five years will be on growth, development and jobs, using the National Development Plan as a guide.

Section 240A of the Tax Administration Act, 2011 (as amended) requires that all tax practitioners register with a recognized controlling body before 1 July 2013. It is a criminal offense to not register with both a recognized controlling body and SARS.
